On October 19th, the Chinese Instrumentation Society proposed the development of the "Technical Specification for Electronic Transformer Inspection Devices" standard project.This proposal was submitted by the Electromagnetic Measurement and Information Processing Instrument Branch of the Chinese Instrumentation Society.
As a pilot unit for group standards of the National Standards Committee, the Chinese Instrumentation Society regularly develops standards that reflect advanced technological levels and possess independent intellectual property rights in China, in accordance with market demand. Electronic transformers have been widely applied in high-voltage direct current (HVDC) transmission, flexible alternating current transmission systems (FACTS), and intelligent substations. They are crucial primary equipment in DC transmission systems and the next-generation intelligent substations. The Chinese Instrumentation Society indicated that the purpose of developing this standard is to regulate the interface requirements, functional requirements, and performance indicators of electronic transformer testing equipment. It aims to meet the testing requirements for both DC and AC electronic transformers, provide effective and standardized documentation for laboratory and field testing of electronic transformers, and ensure that the functions and performance of electronic transformers comply with the application demands of HVDC transmission and intelligent substations.

At present, internationally, IEC60044-7/8 specifies the functions and performance indicators of electronic transformers themselves, as well as the classification and requirements of testing. However, it does not address the functional requirements and performance indicators of electronic transformer testing equipment.
In China, during the initial phase of intelligent substation construction and in the new generation of intelligent substations, electronic transformers have been widely promoted and applied. The State Grid has developed the corporate standard "On-site Calibration Specification for Electronic Transformers" to standardize the on-site inspection methods and requirements for electronic transformers. Nevertheless, this standard does not specify the detailed functional and performance requirements for testing equipment.
Regarding DC electronic transformers, private protocols are typically used between them and control and protection systems, and the inspection function relies on the equipment manufacturer. There is a lack of unified inspection methods and standardized testing equipment. Currently, in China, the functions and performance of electronic transformer testing equipment vary, and the implementation methods differ, which poses certain challenges to the inspection and accurate evaluation of electronic transformers. The development of unified technical specifications has become an urgent market demand.
The Chinese Instrumentation Society promises that this standard will summarize the on-site inspection requirements for existing electronic transformers, including those for both AC and DC electronic transformers, standardize the technical requirements for corresponding testing equipment, and establish detailed and comprehensive industry standards.
